Abstract
Universal Health Coverage (UHC) is a cornerstone of global health policy, seeking to guarantee equitable access to essential services without financial hardship. This review critically evaluates UHC policies across diverse socioeconomic settings, examining their effectiveness in promoting fairness, financial protection, and service quality. Grounded in equity and health systems frameworks, the analysis highlights how governance, financing, and social determinants shape UHC implementation. Comparative evidence from high-, middle-, and low-income countries reveals that political commitment, strong primary health care, and inclusive financing mechanisms are central to successful UHC outcomes. While countries such as Thailand and Rwanda demonstrate notable gains, many low-income nations face persistent barriers including weak institutions, fiscal constraints, and inequitable access. Digital health innovations and strengthened data systems offer new opportunities to enhance efficiency, accountability, and reach. However, challenges related to workforce shortages, governance gaps, and socioeconomic inequities continue to undermine progress. The review underscores the need for resilient, people-centered health systems that integrate equity-driven policies, sustainable financing, and community engagement. Moving forward, global cooperation and context-sensitive strategies are essential to bridge disparities and ensure that the universal promise of UHC is realized for all populations.
